The GEF model code is described. It has been developed during the last years with the aim to cover practically all fission quantities of a large number of fissioning systems over a wide range of excitation energy with a semi-empirical description without the need for further adjustment to experimental data of specific systems. The basic theoretical ideas and the method of the parameter determination are explained, a short overview on selected results is given, and the application for evaluation and validation of nuclear data is demonstrated with a few examples.
